Gao Wanquan holds a bachelor's degree in economic law and a master's degree in civil and commercial law from East China University of Political Science and Law. Since 1994, he has worked in many grassroots courts and municipal high courts in Shanghai, and has sponsored hundreds of civil and commercial cases. During this period, as a correspondent of the Supreme People's Court Gazette and a reporter of the People's Court Daily, he published hundreds of academic papers, case analysis, news reports, legal propaganda and other articles.
Since 2007, Mr. Gao Wanquan has been engaged in the banking system for 15 years, and has been deeply engaged in the resolution and disposal of non-performing assets and judicial collection, debt restructuring, bankruptcy reorganization, as well as banking legal and compliance management affairs. In 2012, after the outbreak of steel trade credit risk crisis in the banking industry in East China, he led his bank's collection team to face difficulties and continue to innovate. In three years, he has managed to complete the disposal and resolution of tens of billions of risky assets in a flexible and efficient manner, and recovered more than 10 billion yuan in cash, with a cash recovery rate of 68%. In the disposal of large-scale risk assets of the bank, he successively led the debt resolution of a timber city, a steel trade market, Zhonghong Shares, Tianhai Defense and other companies. In particular, he has served as the chairman of the debt committee twice in the merger and bankruptcy reorganization procedures of 17 companies, including Tianhai Defense and Luhuitou, two listed companies, and has played a due role in the orderly advancement of the bankruptcy reorganization procedures of the two companies and the effective protection of the legitimate rights and interests of creditors, and has also accumulated rich experience in handling the debt crisis of difficult enterprises.
Lawyer Gao Wanquan is also enthusiastic about social welfare activities, and actively participates in various activities organized by various social groups by using his professional and experience characteristics, providing suggestions for standardizing interbank asset preservation and legal compliance work, and contributing to the promotion of social rule of law. Before Mr. Gao Wanquan switched to becoming a lawyer, he was elected as the leader of the asset preservation team or the director of the special committee of the Shanghai Association for six consecutive years, and won the Shanghai Banking Industry Individual Special Contribution Award for four consecutive years for organizing interbank research and promoting the association to contact the judicial authorities to solve relevant professional problems.
